A cipher pulled from Transmission 9. We have not solved it. We advise you not to either.
Case Notes
Extracted from the 33:03 mark of Transmission 9 (sold separately), the cipher repeats every 9 minutes and 12 seconds with no drift the Institute could measure over four years of monitoring.
Two cryptanalysts and one off-the-books consultant attempted a solution. Their notes are included, unedited, as part of this pack — including the consultant’s final page, which is blank except for a single corrected date.
The Institute does not endorse solving it. The Institute also could not stop itself from trying, which is the only reason this pack exists at all.
The fragment below is the only unsolved piece included in the pack itself, reproduced exactly as recovered. Everything after it — tools, notes, prior attempts — is up to the buyer.

Whoever left this used the oldest trick there is: every letter shifted the same number of places through the alphabet, the same way each time. Thirteen places, if you'd rather not count them all by hand. Shift it back and see where it leads — the path it spells out is a real one.
